In a statement released after the Quad Senior Cyber Group’s meeting in New Delhi on January 30 and 31, the Group said it was working to find the best security practises for software services and products and the minimum cyber security requirements for critical infrastructure.

Four countries will work together to stop China from being a threat in telecom and 6G technology.

It said it was working on finding the best ways to keep software services safe.

Noting that telecom security is an important part of national security, the statement said that the Group will work with the Quad CET Working Group to make sure that security-by-design and cyber security best practises are built into Open Radio Access Network (ORAN) and 6G technologies.

The Group also supported the efforts of the Counter Ransomware Initiative (CRI), of which the Quad countries are a part, to promote international cooperation and joint action to fight ransomware. This includes exchanging information and intelligence, sharing best practises about policy and legal authority frameworks, and working together between law enforcement and cyber authorities to fight ransomware.

Long-term, the Group has also agreed to: use machine learning and other advanced technologies to improve cyber security; set up secure channels for Computer Emergency Response Teams (CERT) and private sector threat information sharing; and create a framework and method for ensuring supply chain security and resilience for information communication technology (ICT) and operational technology (OT) systems in critical sectors.

The release said, “These goals are an important part of the Group’s forward-looking, cutting-edge work plan.”

Progress on these goals will improve the national cyber capabilities of Quad members, reducing the number of serious cyber incidents and making it easier for them to respond.

It said that closer collaboration on research into machine learning will make it easier to find network intrusions and improve the way critical infrastructure manages cyber risks.

The framework for CERTs and private sector organisations to share information about security threats will make it easier for them to work together and evaluate situations as they happen.

“A supply chain methodology will encourage major software services, products, and providers that governments use to follow a Quad-endorsed best practise guideline for cyber security ICT and OT requirements for critical infrastructure,” said the release.

Also, coordinating and collaborating on efforts to build capacity in the Indo-Pacific region through the Quad Cybersecurity Partnership will make the region more resilient to cyber incidents and threats, reduce cyber risks in the region as a whole, raise cyber awareness, and make critical infrastructure and the supply chain more resilient.

The release also said that these efforts show that the Quad is committed to building regional capacity and making sure that the Indo-Pacific has an open and safe telecommunications infrastructure.
